Yep. SK in the FiM shading style.
When talking with the colorist on Steam, btw, I kind of struggled to decide whether or not to change the color of the strokes around him. Then I simply concluded to keep them blue, as they better compliment his white fur and his self-proclaimed status as the Dreamer of Light.
